Allow VIPs to mount in cities

It's currently possible to mount a flying mount outside of a city in Azeroth and fly in there while remaining mounted.
It would be cool if VIPs would be able to mount flying mounts inside cities so they don't have to do this.

Would be nice in additional to allowing Druid Flight Form to work in Azeroth too, currently it does not, even if you have Epic Riding

Hello
The mounting inside cities is removed to make the PvP inside cities "fair".
Druid form already was discussed in the past, and will not be added on Old World.
