Patch updates not applying

I haven't played for almost a year. I ran the launcher and it seemed to download updates, and my client says 2.8. But when I enter the game, I have numerous graphics appearing as blue and white rubiks cubes. I've tried to rerun the launcher several times and each time it starts the patch, gets 20-30% complete and stops. I have deleted my cache.
Is there a new launcher I need to get? Any other advice?
