A little confused and couldn't find it here, was looking at the maniac's weapons in the shop and in armory you can look at there stats from lvl 1-80, does the weapons level with you or a way to change there levels with you characters?

Maniac Weapons are NOT heirlooms, so these will not level with you, and are usable only @80

Heirlooms (Gold Writing Descriptions) can be equipped at level one and will increase in strength every level or so, all the way to 80, the ilvl of heirlooms always remains at 1.

The latter will be a factor once you try entering into heroics, wearing heirlooms can bar you from entry if your overall ilvl is too low.
