heirloom cold weather flight

When I was leveling my first toon through Northrend, I thought I saw a toon that was sub-77 flying. I cannot recall at what point during WoW's evolution that heirloom cold flight became a thing. Is it something that is present on WoW-Mania? If so, how do I go about getting it? I have a 2nd toon about to hit Northrend. Thanks!

I'm not sure how things are on official WoW, but here you can get flying at lvl 70 IF you already have at least 1 lvl 80 toon with flying and all (or maybe just lvl 80, not sure). You need 1000 gold for account bound Cold Weather Flying Tome you buy at Dalaran in Krasus' Landing which you can send to any toon in the same account. You still need 4500-5000 gold (depending on rep) for 280/310 flying.

This is (was) Blizzard-like, you can buy the Tome at level 68 with another toon. (Not 70 as stated above.)
