Joe Maniac

Hello I am new to this and I saw that a vender named Joe Maniac is supposed to be in booty bay selling a number of pets and transmog tokens, while the pets will be of some concern later I am wondering exactly where I should go to find him, I have travled all along the area and simply do not see him anywhere, he certainly is not on the dock where it shows him on the armory map.
