Swift Zulian Tiger

My partner and I have reached the level where we would start grinding Zul'Gurub for the Swift Zulian Tiger.

I am aware however that that mount is available for voting points.

So the question is ... does High Priest Thekal still drop it, or is the only way to get it via voting points?
