Transmog?

New player here, never played the game before and am only lvl 7 so far, was trying to decide if this server was one I wanted to stay at long term. Anyway, I was curious about if there was a transmog system in the game like some other MMOs and found a thread here, a transmog guide. However, it says there is an NPC in Stormwind called Warpweaver Hashom but not where he is. Internet claims he's in The Three Winds, but that place doesn't exist on the map no matter how much I look. I can only assume this is an earlier version and if so I'm out of luck unless I randomly stumble on him somewhere by accident. Anyone have any info for me?

After a TON of sleuthing I finally found him, he's in the enchanting trainer's shop on the edge of the mage quarter. Now I have another problem: Maniac points which I assume are unique to this server. Looks like I need 5 per piece and I get them starting at level 20, I assume from just leveling up. Is there any other way? If not then that means they're finite, and eventually I would run out and never be able to transmog anything again.
BTW I realize I shouldn't normally be too concerned with this stuff at low levels, I'm just trying to see how it all works and whether or not there are better options elsewhere. Since I can't transfer characters between servers, best to just test things with a disposable character until I know what to expect, then I can start fresh and actually play for real.

Yep, that's exactly the guide I found before and mentioned in the first post. I have also since found a video talking about a number of different useful things including transmog stuff.

He also briefly touches on maniac points that they can be bought for (what looks like to me) obscene amounts of gold. Better than just from leveling up since gold isn't finite, but is there any other ways to get MP besides those 2?
