Since I can only infer that you are referring to the 2-piece T10 set bonus for Retribution Paladins, where divine storm's cooldown resets after a critical hit.

IT DOES NOT RESET IF YOU DO NOT HAVE THIS SET BONUS

I can for a fact tell you that this does indeed work, I have 2 paladins with this set bonus.

If it's not working for you, then you either lack that set piece bonus, or your critical strike isn't sufficient enough to cause the proc on the set bonus.

Believe both of my Paladin's critical strikes are in the plus 40% chance range
