Modify xp rate in game

Hello,

I am new on this server (and on WoW). Recently I discovered the goblin in Stormwing that proposes to switch xp rate from *2 to *1.
I chose xp*1 to see how it was and to discover the game how it was originally supposed to be.
Some level after that, I was bored and return back to the goblin in order to select a xp rate *2.

It seems to not have worked as I didn't see any changes : the xp earned above the character's head is equal to that specified in the quest pages for instance, whereas it was not the case before or with other characters.

Could you please tell me where I can find the information related to the current xp rate attached to each character if it exists, in order to see the xp rate bonus directly attached to my characters?
What is wrong with what I have done? Is it a bug? Are there other goblins to switch xp rate to verify if the problem is only related to the one in Stormwind?
