is there a reason that Scourgebane Infusion (the SP variation)

counts as a Battle Elixir while Scourgebane Draught (the AP variation)

does not?
Resulting in the option to stack the bonus AP with flasks/elixirs, but not the SP.
Reading through sources it seems, that both are supposed to stack.
