Missing Or Corrupted Data

Every time i try to launch the game (after following all the steps carefully while installing) i get the error i attached below(screenshot), no i dont understand why would this happen and tbh is tiring downloading 19GB again ..especially when you have potato internet , any suggestions?

when you open the launcher is it downloading anything? or are you redownloading the entire game each time?
